Juice was an ESTABLISHED character and movie. Keaton was a more factor in this who was dearly missed by the public since the original which MOST people anticipated a sequel right after the it's success.
It still would've been a hit then although this timeline discrepancy may also have made it EVEN more successful.
Burton's projects have forever been branded by the public which is certainly no fault of his nor anyone else. At least the success it brought in the past was an accomplishment not many can claim.
Just like everything else, it does become stale after awhile, unless something established and has a 'tailor-made for fans' movie or character comes along to momentary break the stale way --- ■

This is so well written especially regarding the nuisance and at times the super hypertension-causing in having to deal with "answering the notes of studio executives and a corporate marketing department" as "they understand the market and what audiences are looking for."
Horizon however, I still believe came in with a very bad timing as the general audience is not into this kind of "Americana Heritage" history movie.
But the "movie-taste" of the public [not necessarily in going to the movie theaters] changes from time to time. The target audience, although hoping for the widest scope, has only an immediate appeal to the older generation - the type who doesn't care too much to physically go to movie houses, so it may have a 2nd life in streaming.
If in the future, there would be a catalyst such as a significant event or something compelling for the nation to re-evaluate our heritage during that time period, it could trigger for institutions including the public schools, etc... to bookmark this movie as an educational must-see for history timeline and cultural merits.

Imho, Costner's HORIZON will eventually become a classic as school material for America Timeline history reference and in streaming platform.
First of all, those who can be interested with the theme are in the older generation side who are the type that doesn't go out much anymore to go to theaters.
It was just awful timing at present with overall climate in lack of public interest but as trends and social relevance changes and fluctuates, it will find it's mark.
