Malanya, The Horse God, in The Legend of Zelda: Tears of the Kingdom, who can be found in the Northeast region of the map residing in a bulb similar to that of the Great Fairies, grants Link a special gift in exchange for food. If Link is able to return with certain recipes and feed Malanya, then in exchange he will be able to upgrade his horse's stats.
Unfortunately, not every horse will be upgradeable. Horses like Epona and the Giant Horses will keep the stats they were given. However, Zelda's Golden Horse in Zelda: TOTK as well as any wild horse that Link tames, can be upgraded. Each upgrade will have its own unique recipes Link must prepare, but they will be the same across all horses.
Where To Find Malanya, The Horse God
Malanya will be located in the Northeast corner of the map in the Akkala region. The easiest way to reach Malanya is by heading to the Akkala Stable in Zelda: Tears of the Kingdom and then take the trail that will lead Link across a bridge and to a bud that resembles the ones that the Great Fairies reside in. In order to get Malanya to come out, Link will need to grab an Endura Carrot to feed to the Horse God. These can be found near any Cherry Blossom tree, but the most profitable location for them is the tree on the Satori Mountain which is located to the left of Hyrule Field.
Malanya can also revive a dead horse in exchange for more of the same Endura Carrots. However, if the horse that ed was not ed at a stable, then Malanya will not be able to revive it.
Malanya Recipes For Strength
One of the stats that Malanya is able to increase for Link's horses is Strength. The Strength Stat is related to a Horse's HP, therefore the higher this stat then the more damage the horse will be able to take before dying. Even if it es, Malanya can revive it, but if Link plans to do a lot of horseback fighting then it's best to just have this maxed out on at least the horse that is used most often. The Giant Horses in Zelda: TOTK will have very high Strength Stats naturally. Many of these recipes are easy to make as they primarily consist of common herbs and vegetables that can be found all over Hyrule.
This is the only stat where a horse may have one star, to begin with. None of the other stats will ever be just one star on any wild horse that Link acquires. However, some of the horses may omit a stat entirely, like Epona who does not have Pull.

Malanya Recipes For Speed
Speed is a stat that is pretty obvious, it is the speed of the horse. This has nothing to do with the dash ability of the horses, just their general speed when galloping like normal. For those that intend to use their horse primarily for the purpose of getting around and exploring, this is a stat that should be maxed out first.
As it will allow players a reliable and quick method of getting around Hyrule, especially if Link has not yet mastered Vehicle Builds in Zelda: TOTK. No horse will begin with a 1-star Speed, so Link will only need to upgrade them 3 times instead of 4 to have this stat maxed out.

Malanya Recipes For Stamina
Stamina works the same for horses in Zelda: TOTK as it does for Link. Though they can gallop regularly and that is associated with their speed stat, Link will notice an indicator at the bottom while riding his horse that reflects dashes for the horse.
The number of stars on this stat is directly correlated to the number of dashes the horse has before becoming exhausted. The dash will be a short burst which can allow Link a quick escape from enemies if needed. If the dashes are used up entirely, the horse will become exhausted and slow down to a sluggish trot until fully re-energized.

Malanya Recipes For Pull
Since Link now has the ability to use Ultrahand, he is able to craft unique vehicles and devices. This includes carts and wagons in Zelda: TOTK that horses can pull for Link to do things such as move Koroks or supplies.
All Link needs to do is equip the Towing Harness to his horse and then attach the cart and the horse will be able to pull it for him. The reason for upgrading this stat is simply that it will affect how much and how fast the horse can pull whatever is attached to it in The Legend of Zelda: Tears of the Kingdom.
