Mayor Bernard Holland Shows He Doesn't Trust Anyone After Picking Lukas Kyle As His Shadow

Silo 18's Mayor was left short of options

Shadows in Silo are intended to be the next in line to take over from the person teaching them. For a while now, Common's Robert Sims had been the heir apparent to Mayor Holland's throne, but Robbins' character takes Lukas under his wing instead and keeps Sims at arm's length as Silo 18's judge. Since Sim's career change, it has been unclear who would become Bernard's shadow, but "Barricades" solves that particular mystery out of nowhere. Now, Lukas is apparently set to take over as mayor one day, or at least hold a senior position in Silo 18's upper levels.

Bernard and Sims have proven they can work together effectively in the past, but Silo season 2 is keeping the two characters apart for a reason.

Bernard's choice of shadow says a lot about the position in which Robbins' character finds himself. In short, he has no one else to turn to as he doesn't trust anyone who he used to treat as a confidante. He's also especially short of allies after killing Tanya Moodie's Judge Meadows. Instead, Mayor Holland has chosen a convicted criminal to partner with, whose only real motivation for helping Bernard is to stay out of the mines.

Why Bernard Needs Lukas Kyle's Help In Silo

Lukas' skill set and personality create a potent combination

Lukas Kyle is very technically minded, so he's one of the few people in Silo 18 who stood a chance of recovering the lost data for Bernard, and then move on to decoding Salvador Quinn's cryptic letter from the hard drive. Additionally, Lukas has a natural curiosity that was rewarded by Judge Meadows when she told him about the stars, and that level of innate intelligence is tough to find. It's a combination of traits that don't come around very often, and Bernard has seized the opportunity to work with him.

The mayor is also fully aware of Lukas' understandable desire not to return to the mines and work himself to death.

There's also the matter of Bernard not knowing what the encoded letter could reveal, and he doesn't want the potentially harmful information falling into the hands of the people he once trusted so wholeheartedly. The mayor is also fully aware of Lukas' understandable desire not to return to the mines and work himself to death. As such, Bernard is arguably abusing the power and authority he has over Lukas to get him to cooperate. Either way, Lukas becoming Bernard's shadow is an enormous step in their partnership.

How Bernard's Pick For Shadow Could Backfire

Lukas Kyle's loyalty is far from assured

Bernard talks to a crowd of people inside the silo in Silo season 2

Bernard's demeanor as he realizes he has to take Lukas on as his shadow proves he's only doing so out of sheer necessity. It's only after Bernard points out that Lukas needs to see "the Legacy" to fully decode Salvador Quinn's letter that the mayor rises and begins the procedure of taking Lukas as his shadow. Taking this course of action may seem to be Bernard's only real option at this point. As a staunch follower of the Pact, he's unwilling to let Lukas see the Legacy without first being sworn in, but the move could be a shortsighted one.

After the way he has been treated, there's no guarantee that Lukas will remain loyal to Bernard, and Nash's character could use his new position against the mayor in the show's future. If this wasn't already a big enough risk, Judge Sims is growing ever more frustrated with being cast out from Mayor Bernard's immediate circle, and he makes his anger about Lukas' newfound freedom known in "Barricades." So, if Sims wasn't happy with Lukas being temporarily pardoned from the mines, he'll be driven even further away from Bernard as Silo continues, and the two could become completely at odds.
