David Morrissey brought something to the character that made him a lot more interesting and impactful than the comic version.
The Governor almost made one of the show's most hated characters (Andrea) actually interesting and made her someone to root for after fans almost wished for her death for the first two seasons. The Governor in the TV show did bad things, but they were not as vile as what the comic book version did, and that helped make him a more charismatic villain. In the TV show, he died, and it was his sister Judith (who died in the comics) who got that moment at the end.
