Pokémon began with 15 types, but but there are now 18 total as of Generation 9, not counting the Stellar type unique to Terastalized Pokémon, nor the defunct ??? type. 171 unique Pokémon type combinations are possible, and only nine type combos remain unused.
While many Pokémon's types reflect those creatures' origins, physiology, or way of battling, other types might be assigned to address game balance needs. Several early-generation Pokémon, for example, received the Fairy type, added to counteract Dragon. In some cases, like Togepi's, Fairy took the place of the old type, while other Pokémon, like Mr. Mime, received Fairy in addition to their original type. Despite the roughly 1,000 total Pokémon that wander the regions of Paldea, Galar, and the rest, there are still several Pokémon type combinations that remain unused. Some combinations would make a Pokémon extremely weak, and other type combinations just wouldn't make sense within the games' established universe.

Pokémon games have narrowed this list quickly in recent years, with the release of Pokémon Scarlet and Violet cutting the number down yet again thanks to a selection of new inclusions. 5 New Pokémon Types Gen 10 Could Introduce To The Series
There are several concepts for a new Pokémon type in Generation 10, but there are a couple in particular that make sense and may be likely.

Almost half of the currently unused Pokémon type combinations pair Normal with another type. Several of these would make for fairly weak combinations, with Normal either failing to balance the shortcomings of the secondary type or doubling down on weaknesses. If any Pokémon was granted the Normal/Ice-type combination, for example, it would be at an incredible disadvantage in battle. Pokémon's Ice type is notoriously weak, and Normal would barely make up for any of its deficiencies; Normal only has resistance against Ghost, and Ice is only resistant against itself. A Normal/Ice-type Pokémon would therefore do only middling damage, and have very little resistance to incoming attacks.

Some yet unused Pokémon type combinations, however, seem certain to eventually appear in the games. Bug/Dragon-type, for example, would make for a natural inclusion in an title. Generation 9 Bug/Flying-type Pokémon Yanmega feels as though it should have been Bug/Dragon-type, and the pairing would be reasonably balanced. Fire/Fairy-type is another combination that could prove effective in combat and could easily be incorporated into a design that would make sense. Psychic/Fire-type Victini offers a reasonable example of what a Fire/Fairy-type Pokémon might resemble, with shining eyes and a cute design that still manages to invoke flames.
With an ever-expanding roster of Pokémon accompanying new game releases, more of these unused type combos will likely be seen in the wild. Whatever the next Pokémon game to come is, fans can reasonably expect it to follow Scarlet and Violet in slimming the crowd of remaining unused Pokémon type combinations. If Pokémon's Gen 10 games learn from Scarlet And Violet's strengths and weaknesses while bringing new Pokémon type combinations to the table, fans could have a lot to look forward to.
Before that, however, players may be treated with new creatures with the release of Pokémon Legends: Z-A. The game will take the franchise back to the region of Kalos, but as a title under the Legends series, a whole new avenue of possibilities opens up. This title will not be a remaster or a remake, but an entirely new story set in Kalos – one that will likely introduce several new Pokémon that will, temporarily, be exclusive to the game and its region.
This can be concluded based on Pokémon Legends: Arceus, the previous title of the same structure. In Legends: Arceus, new Pokémon were presented in the Hisui region. Creatures like Ursaluna and Basculegion, evolutions to the already existing Ursaring and Basculin, respectively, made their debut. Seven new Pokémon were added to the franchise, as well as seventeen Hisuian forms and alternative forms that are not considered Hisuian but were released in the game.
Many of these new Pokémon and Hisuian forms have different Type combinations. While it is unconfirmed, this type of approach to new Pokémon in Legends: Z-A is expected, meaning there is a chance for an unused type combo to finally get its first . Of course, if no unused type combination is struck off the current list, then the hope lies with the Gen 10 Pokémon games, which will likely see many more Pokémon, raising the odds of tackling these unused combos – even if they are used for new Legendaries, Mythicals, or special forms like the new Mega Evolutions.
