I truly believe that Qui-Gon Jinn was the greatest Jedi Master we know about, for a simple reason that his sole focus was on the will of the Force itself, and not what was right and wrong within the context of the Republic or even the Jedi Council. He trusted his instincts, and was attuned to the present Living Force. After all, it's a key reason why he was one of the first known Force ghosts, and even taught the knowledge to Yoda himself.
