Many things happen in "Three Billboards" — Nolan and Bailey seek progress in their adoption journey; Miles reunites with his former teammate, who is now a multi-millionaire football star playing for the Los Angeles Chargers; Celina goes out on patrol alone for the first time and takes a big step with her boyfriend, Rodge; Lucy is worried about Rachel's erratic, self-sabotage behavior; and the Rookie season 7 characters (specifically Nolan, Lopez, and Harper) discover billboards framing them as dirty cops. Overall, it's an eventful episode. However, that doesn't make every storyline told in the hour particularly memorable.

Miles finally lets go of his past and looks ahead to his future. Bradford helps him do so, and it's clear that the two men are forming a close bond, despite the training officer's strict teaching style. After many seasons of The Rookie, Bradford finally has his permanent Lucy replacement (being his "boot," not his lover), and Miles couldn't be more perfect for the job.

Yes, it's entertaining overall, especially after connecting the "case of the week" with Miles' story. However, other parts of "Three Billboards" either don't make much sense or will be forgotten by the time episode 14 rolls around.

Nolan and Bailey's The Rookie season 7 adoption arc is meant to be exciting and devastating. Instead, it seemingly ends with a whimper instead of tears. Because of their dangerous jobs, they likely won't be able to adopt a child. So, Nolan and Bailey attempt to make light of the situation by acknowledging how lucky they are to do their dream jobs. However, it's unclear whether this is the end of Nolan and Bailey's journey or if a miracle will come around, resulting in them becoming parents.
Rachel's return serves no purpose in the show, not even for Lucy's own development.
Elsewhere, we're reminded that Rachel is back in town, despite no mention or sighting of her since The Rookie season 7, episode 3. One Of The Most Intriguing Parts Of The Rookie Episode Is Liam Glasser
Glasser Is Only Briefly Mentioned
In addition to Miles' screen time in The Rookie season 7, episode 13, one other aspect of the hour makes up for its more tedious developments — the return of Seth Gabel's Liam Glasser. Well, at least, the promise of his return. At the end of the hour, Wesley reveals that The Rookie villain was behind the defamatory billboards. Apparently, Glasser's trial is coming up, and he wants to discredit the cops who put him away. The Rookie isn't done with Glasser yet, which is the best news that could have come out of the episode.
