Lauren LeFranc, the creator of The Penguin, recently spoke with Empire Magazine, where she provided some insight into the future. She first addressed the absence of Batman in the show, noting that the hero could not be everywhere at all times, explaining, "Just because we don't see Batman in our show doesn't mean he's unaware or uncaring." This means that the events of the show may not have been on Batman's radar, but the fallout of those events likely will be.

LeFranc continued, noting how the series serves as a bridge between The Batman and its sequel. Referring to the closing shot of the series, where a Bat-signal could be seen in the sky from Penguin's penthouse, LeFranc explained that the connection between Penguin and Batman will continue in film: "So don't worry. The bat and the bird will clash again."

The Penguin Will Remain An Important Part Of Matt Reeves' Saga
LeFranc's comments give a much better idea of how The Penguin was conceptualized as a side story within the larger universe. While Penguin was introduced in The Batman, the recent series was not about telling more Batman stories, but instead was focused on fleshing out the character of Oz Cobb. While the shadow of Batman hung over the story, it was not important for him to appear in the show and could have distracted from Oz's narrative. An appearance would have been fun, but was ultimately unnecessary.
Fortunately, it appears that more direct The Batman universe. With so many complex characters to flesh out, The Penguin has done a great job setting a template for the universe’s future.
