It appears that she is a replacement for Starlight in The Seven as she has a southern background, and is being used to build a wholesome middle American image of a hero. However, she has yet to reveal more about her background, or how she operates as a hero, but judging by what Homelander wants the supes to become, in of "wrathful gods," it appears that Firecracker will not be nearly so sweet and kind as Starlight was.

However, it appears that he is firmly back in the club as Homelander leads his supes into a new age. The Deep has a lot of resentment, but he is not always great at placing these emotions into the right outlet, or directing them where they would best be suited. However, Homelander has tried and tested The Deep on several occasions to ensure he will remain loyal and faithful to him, which is likely why he keeps him around.
