Art the Clown gets a new partner in his murderous mayhem in Damien Leone's The third chapter in the Terrifier saga saw Art the Clown return after a resurrection and five-year hiatus since the events of Terrifier 2, and once again he plagues the fictional Miles County with his particular brand of grisly massacre. While most of the movie features Art acting alone, his climactic rematch with Sienna Shaw is actually dominated by Vicky, with Art acting more as a henchman.
Victoria Heyes' tragic backstory began with the sadistic Art literally eating part of her face, resulting in her now-terrifying countenance. While her appearance was unsettling to begin with, it was made even more so with the addition of her glowing eyes after her apparent resurrection at the beginning of the box office juggernaut Terrifier 3. However, that alteration is much more than just a horrifying visual upgrade; Vicky's eyes turning yellow are actually a visual indicator of the return of a character from Terrifier 2.

Art's Helper From Terrifier 2 Returned In A New Form
Terrifier 2 saw Art working together with a young girl who approximated his appearance, although she was only visible to certain people like Sienna and Jonathan Shaw. Known as "The Little Pale Girl", she was last seen carrying Art's severed head away from the Terrifier funhouse after Sienna finally killed him at the end of Terrifier 2. Shortly thereafter, Vicky "gave birth" to Art's head in the psychiatric hospital she was in, and at the beginning of Terrifier 3, Art's head feeds on a nurse to regenerate with The Little Pale Girl nowhere to be found.

Vicky's yellow eyes are a visual indication that The Little Pale Girl, who is almost certainly a demon or similarly nightmarish entity, possessed the body of Victoria Heyes. This is further proven when Vicky and Art return to the house that acts as his lair and each retreat to their own spots to essentially lie dormant. Vicky is able to survive without moving for five years, just as Art is, indicating that when she gave birth to Art's head, it was as The Little Pale Girl. The entity inhabited her body from then-on, making her effectively invincible against conventional weapons.
Why Vicky's Eyes Glow Yellow In Terrifier 3
The Little Pale Girl May Have More Power In Vicky's Body
The Little Pale Girl didn't have brightly glowing yellow eyes throughout Terrifier 2, so there is some question as to why Vicky's glowed in Terrifier 3. Considering The Little Pale Girl began as a body-less entity (given that she was invisible to most people but the Shaw siblings), the glowing may be a side effect of her possessing a real human body. As Jonathan and Sienna note in Terrifier 3, demons look for very specific types of people to act as hosts; as a serial killer, Art fits the bill, and Victoria Heyes likely did due to her broken mind.
Art's serial killer history was hinted at in Terrifier 2, and seemed to be confirmed in Terrifier 3 by both Sienna and in a joke made by one of the demo workers who discover Art and Vicky at his house.
While The Little Pale Girl was able to complement Art's evil acts in Terrifier 2, she was not capable of directly killing people in the same manner as Art. Possessing Vicky gave her this ability, which could be the ultimate purpose of the demons in Art and Vicky; as agents of Satan, they thrive on pain, death, humiliation, and corruption, and The Little Pale Girl gained the ability to inflict so much more damage as Vicky. That could explain the sickly yellow glow that makes her terrifying appearance even more troubling.
Why Don't Art The Clown's Eyes Glow Like Vicky?
The Force Driving Art Is Not The Same
Art doesn't have that same yellow glow at any point in the series, despite seeming to have the same (if not superior) invincibility and penchant for extreme violence. That indicates that Damien Leone's short film The 9th Circle, and his apparent subservience to Vicky in the climax of Terrifier 3 points to him being inferior in some way.
That has led to a number of fan theories that The Little Pale Girl is in fact Satan himself, manifested in the form of one of Art the Clown's victims from his time as a human serial killer. That could be another explanation for Vicky's glowing eyes; she might be inhabited by a truly potent demon that sures Art the Clown by several degrees. Terrifier 4 looks poised to send Sienna Shaw to Hell itself on a journey to rescue her cousin and potentially other loved ones, and it seems likely she'll encounter those glowing yellow eyes again.
