The Man of Steel is a stand-up hero, a loving, loyal husband and father. To others, however, he is a powerful threat and Superman & Lois highlights that in a big way.
In the Crisis on Infinite Earths crossover, Kate Kane and Kara Zor-El headed to Earth-99 to find “the Bat of the future,” who was presumed to be one of the Paragons at the time. This version of Batman, however, was darker and more paranoid than most. He revealed he killed Superman on his world because he was given too much power. In the comics, Batman has a contingency plan in place to defeat Superman (and other of the Justice League) — or to at least weaken him — in case he becomes too dangerous to overcome in battle. Superman & Lois, meanwhile, revealed the Department of Defense (via General Lane) had an evil Superman plan in place as well.
After losing control the first time thanks to the Dark Knight with a Kryptonian ring to ensure he would be the one to kill him should the occasion arise.
With that in mind, there’s no telling whether (or when) it will happen again, so he's surrendered to the idea that a backup plan needed to defeat him should be in place. This worry over being so out of control has made Clark side with the anti-Superman plan on Superman & Lois. If Batman was around in the Arrowverse, the Man of Steel would likely give him the go-ahead regarding the contingency should things go sideways. Superman knows exactly how powerful he is and how lethal his strength and abilities could be to the world.
Yes, his heart is always in the right place, but the most recent events with Edge have shown Clark how destructive he could become if given the chance and how that sense of absolute power made him feel. That feeling alone is terrifying, so of course the Man of Steel would voluntarily allow someone to keep him in check. That someone would usually be Batman, but since he isn't around, John Henry Irons fulfills that role. So fans can bet that the Arrowverse version of Superman has no qualms about the Caped Crusader’s line of thinking because Clark is certainly following suit in Superman & Lois.
