Caution: SPOILERS Ahead for Obi-Wan Kenobi Episode 4

Obi-Wan Kenobi episode 4 made sure to outline the Mustafar system as belonging to Darth Vader, making it clear that the entire system and not just the planet of Mustafar belongs to the Sith Lord. This information was presented by Tala, an undercover Imperial agent who helps Obi-Wan infiltrate the system. Kenobi was forced to travel to the Mustafar system to rescue Leia after she was taken by Reva, the Third Sister, at the end of Obi-Wan episode 3.

Mustafar, the planet, was first introduced in Obi-Wan Kenobi episode 4, however, established that the entire surrounding system, and not just the planet, belongs to Lord Vader.

Arguably the main reason why Vader has the whole system under his rule is that the ocean moon of Nur in the Mustafar system is home to the Fortress Inquisitorius. This fortress is the headquarters of the Empire's Inquisitors, who answer personally to Darth Vader himself. Due to this, as well as his castle being on Mustafar, two of the four planets of the Mustafar system are occupied by buildings tied directly to Vader. Naturally then, it would make sense for Vader to have control over the entire system. Also, Vader is second-in-command behind only Emperor Palpatine/Darth Sidious, meaning it is feasible for him to be given control over the system by the Emperor due to his importance to the Empire.

Rogue One Mustafar

The reason why Vader took control of Mustafar, both the planet and the system, is personal. Mustafar is the place in which Darth Vader was truly created, being the site of some of Anakin's most dark deeds and his defeat to Obi-Wan which saw him maimed and left in critical condition. As dark side s draw upon anger, aggression, and hate to bolster their power, it is logical Vader took control of the system which saw his creation to remind him of his past life and his hatred of Obi-Wan and the Jedi.

The Empire also extends across a vast number of systems in the galaxy. This would mean that the Emperor would need a lot of help exerting his will on all of his subjects. Giving Vader an entire system is one way to do this, with Vader often doing much of the hands-on work regarding the Empire's business. While Mustafar is only usually named as a planet, Obi-Wan Kenobi episode 4 established that the entire system is under Vader's jurisdiction, only going to further emphasize the Dark Lord of the Sith's power during the reign of the Galactic Empire.
