The Garden is located on top of Pyloon's Saloon in Rambler's Reach. While players can access this area with a bit of roundabout platforming or high jump from a Nekko mount, planting seeds isn't unlocked yet. It's not until players have completed a significant portion of the Main Story on Koboh that they'll be able to plant their collected seeds.

Once players have completed the "Check on the Mantis" quest, they will be able to head inside Pyloon's Saloon where a number of upgrades have happened. A previously blocked doorway is now open and leads to the second floor. Continuing up the stairs will lead to the rooftop where players can access the garden and start planting.

If the Saloon hasn't been upgraded yet, try traveling to the next planet, Jedha, and back again.
