Omega, like all other Jango Fett clones (aside from Boba Fett), was dehumanized by the Republic, Empire, and her Kaminoan creators. Clone troopers were perceived and treated as little more than products to be used and discarded as needed by the Republic and, later, Empire. Nearly all the Jedi Knights, however, recognized the humanity of the clones and encouraged them to express their individuality. Tragically, the ultimate purpose of the clone troopers was to betray and assassinate the Jedi (achieved by dormant brainwashing implants), though the Empire would find further use for the clones, including Omega.

Dee Bradley Baker's Comments Set Up The Quest For Omega
In a 2011 interview with IGN, Dee Bradley Baker – who voices the clone troopers in properties like Star Wars: The Clone Wars, Star Wars Rebels, and The Bad Batch – reveals that, according to The Clone Wars showrunner Dave Filoni, clone troopers were perhaps beginning to decline in effectiveness by season 4. Baker states, “And yeah, you start to see that - that Rex is part of the old guard, and the new guard, as Dave said, starts to muddy the waters, so to speak, in of the genetics and I think maybe the training.”
This description does not align with how the clone troopers themselves are portrayed onscreen, but it does appear to be highlighted by the Kaminoan Prime Minister Lama Su, who notes that Jango Fett’s death at the start of the Clone Wars led to a shortage of usable genetic samples to produce more clones. This is what made Omega extremely valuable to the Kaminoans, as she was a pure replica of Jango Fett, and thus could have been a donor for more clone troopers. Season 1 covered this when she became targeted by bounty hunters.
Since Boba Fett was raised as Jango’s son, he would not have been considered Kaminoan and Republic “property,” and thus be inaccessible as a source for more clone troopers.
Was Omega Actually A George Lucas Idea?
The Clone Wars was one of George Lucas’s final Star Wars projects, and Lucas was personally involved in the development of Clone Force 99, making The Bad Batch an outgrowth of his ideas. Omega, however, was created for The Bad Batch and therefore was most likely not ideated by Lucas. Nevertheless, she was inadvertently foreshadowed by a Star Wars property that had direct creative input from Lucas, which could make it possible that The Bad Batch created Omega from an idea he originally had along those same lines.
