Seven of Nine (Jeri Ryan) being a reclaimed Borg drone in Star Trek: Voyager couldn't have happened without Dr. Beverly Crusher's (Gates McFadden) work in TNG season 3's cliffhanger, "The Best of Both Worlds, Part 1." Captain Jean-Luc Picard (Patrick Stewart) is captured and assimilated by the Borg, becoming their speaker, Locutus. While Picard could have been lost forever, Stewart returned to TNG for season 4, so "The Best of Both Worlds, Part 2" includes Picard's de-assimilation.
After Picard's ordeal as Locutus, possibilities opened up for more in-depth stories about the Borg in Star Trek: Voyager. The USS Voyager, lost in the Delta Quadrant, encounters the Borg in their home space. To negotiate with the Borg, Captain Kathryn Janeway (Kate Mulgrew) asks the Collective for a speaker akin to Locutus, so Seven of Nine is singled out. After fulfilling that purpose — and failing to assimilate Voyager — Seven of Nine was severed from the Borg Collective, and marked for death. But, like Picard, Seven could be saved.
Without Dr. Beverly Crusher On Star Trek: The Next Generation, Saving Seven Of Nine Wouldn't Be Possible
Dr. Crusher Figured Out How To Reverse Borg Assimilation
Without Beverly Crusher's work to restore Picard after being assimilated by the Borg in TNG, saving Seven of Nine in Voyager wouldn't have been possible. Because USS Voyager's Emergency Medical Hologram (Robert Picardo) had access to Starfleet Medical's entire database, Voyager's Doctor could use the same microsurgery techniques on Seven of Nine that Dr. Crusher pioneered to transform Locutus back into Jean-Luc Picard. Most of Seven's Borg implants are removed using Crusher's methods, while others are telekinetically dissolved by Kes (Jennifer Lien), or left intact because they are essential to Seven's survival.

Seven Of Nine's Star Trek: Voyager Creation Was Inspired By Picard & Borg Queen
Seven of Nine was introduced on Star Trek: Voyager in season 4, and her first appearance was inspired by both the Borg Queen and Jean-Luc Picard.
Voyager also proved that Dr. Crusher's theory about the dangers of de-assimilating Picard was right. In the TNG episode, Crusher theorizes that operating on Picard while Locutus' Borg implants are still connected to the Collective would kill him, so Lt. Commander Data (Brent Spiner) carefully overrides the subspace signal between Locutus and the Borg. The EMH doesn't have to do that for Seven of Nine, because Seven of Nine's connection to the Borg is forcibly severed. Without either that connection or immediate medical intervention, Seven would have died as her human physiology reasserted itself and rejected her Borg implants.
Dr. Beverly Crusher Saved All Of Starfleet From The Borg in Star Trek: Picard Season 3
Every Reclaimed Borg Drone Is Possible Because Of Dr. Beverly Crusher
Dr. Beverly Crusher takes her work reclaiming Borg drones a step further in Star Trek: Picard season 3, when she saves all of Starfleet from new Borg assimilation technology. The Borg work with Changelings to infiltrate Starfleet's transporters, which covertly assimilate Starfleet officers with a DNA override. The result os a quiet assimilation of Starfleet's younger officers, who didn't even know they had been assimilated until they were activated en masse. Crusher develops a cure for the afflicted drones that restores all of Starfleet by using the transporter to remove the new Borg DNA.
At the end of Star Trek: Picard season 3, Dr. Beverly Crusher's expertise as Starfleet's most accomplished physician leads to her being reinstated as the Head of Starfleet Medical — a position she previously held in Star Trek: The Next Generation season 2.
The Borg Reclamation Project in Picard season 1 also wouldn't have happened without Dr. Crusher. At the time, Beverly is trying to keep her son Jack Crusher (Ed Speleers) safe with a low profile, but Crusher's work still forms the basis for the mass de-assimilation of countless xBs, including TNG's Hugh (Jonathan Del Arco). Thanks to Dr. Crusher's groundwork restoring Captain Picard after becoming Locutus in Star Trek: The Next Generation, and the EMH perfecting Crusher's techniques to reclaim Seven of Nine in Star Trek: Voyager, Borg assimilation is no longer an immediate death sentence.
