After Spider-Man: Homecoming, the first Spidey entry in the MCU, it was teased that Mac Gargan, aka Scorpion, would form the Sinister Six. However, this post-credits scene never paid off.

The most recent film in the Pirates of the Caribbean franchise, 2017's Dead Men Tell No Tales, teased the return of Davy Jones in the post-credits scene. However, this film was not very well received, and the future of the Pirates franchise is now uncertain. Therefore, it is unknown if this post-credits scene will ever lead to anything. These two examples prove that it is all-too-common for post-credits scenes to lead nowhere, which is why it's good that Fowler and his team have plans for Sonic 4.

However, Fowler has claimed that they have several very exciting ideas for how they could both be incorporated into Sonic 4's story. He said:

I mean, usually the way these post-credit teasers work is we're so jamming on finishing the film, but at the same time, you don't want to just throw characters in there and not know what you're going to do with them. So, there's certainly, as we were winding down on Sonic 3, and as we were prepping that post-credit teaser, we absolutely have had a lot of really great creative discussions and got excited by some ideas. Because you don't want to paint yourself into a corner and put a character in there and then not know what you're going to do with it. But it's all very preliminary, and much more work needing to come in order to really get that process going.

It is good to receive confirmation that Fowler wouldn't have included Amy Rose and Metal Sonic in Sonic 3 if they didn't know what their roles in Sonic the Hedgehog 4 would be. The Sonic franchise is full of plenty of amazing characters that Fowler and his team could have chosen from, so it is relieving to learn that Amy Rose and Metal Sonic were intentionally chosen because of the Sonic 4 plans. After being saved by Amy Rose in the post-credits scene of Sonic 3, it is likely that Sonic will work with her in the sequel. Meanwhile, Metal Sonic will definitely not give up after failing to defeat Sonic in the post-credits scene. This means that Metal Sonic could very well be the main villain of the next movie in the series.

Metal Sonic was created by Ivo Robotnik in the video games. However, it's currently unknown if Jim Carrey will once again return for Sonic the Hedgehog 4.

There's a chance that Sonic the Hedgehog 4 could adapt the story of the 1993 video game Sonic the Hedgehog CD. In Sonic the Hedgehog CD, Amy Rose is kidnapped and Sonic eventually saves her, defeating both Metal Sonic and Dr. Eggman in the process.
