Some of these ingredients, the acid and phosphorus, can also be purchased from Oscar, but the other ingredients will need to be purchased at a Gas-Mart. The ingredients at the gas station shouldn't cost too much, especially compared to the equipment. It's a good idea to buy in bulk so you don't have to stop in the middle of creating your product.

After you have picked up all the ingredients and grabbed the dead drop of pseudo from Shirley, you can start cooking.
