Good article, and I don't disagree with any of the points within it there. They are fair and well thought out. The other thing is the elephant the room is not addressed. Locarno probably wasn't used because Paramount didn't want to pay Ronald D. Moore & Naren Shankar, who wrote the Locarno episode, for the rights to use him during all of Voyager.
