It contains a synthetic opioid called hydrocodone, so while it may not be as potent as oxycodone, it still falls in the opioid family. Generally speaking, if a medication is difficult to get / deemed a controlled substance, then it's due to one or more ingredients being an opioid/narcotic/etc.
