The theory does not explain how African Stoors suddenly turned into white British middle class folks as seen in LoTR. The different (hobbit) races do not mingle into singular, same-looking community in few thousand years.
But since Rings of Power is not Tolkien's work or world, it doesn't matter. It's expensive fan fiction, but rather entertaining fan fiction nonetheless.

Tom Bombadil appeared on the Finnish tv-series Hobitit ("The Hobbits") on 1993. The series depicted the stories of The Hobbit and LOTR, and actor Esko Hukkanen played Tom Bombadil.
The tv-series was used to be found in YouTube, as there is no official release. It's probably still there.
The series Hobitit was made with a small budget but with a great heart. Certainly it was and it is more respectful to the stories and characters of Tolkien than Rings of Power (or Jackson's movies, especially The unnecessary long Hobbit Trilogy).
