While I recognize that he was not a super soldier in the comics, I think it only made sense there because they always plan to bring the original Captain America back. Without him becoming a super soldier on par with Captain America he will always be second fiddle which will make it difficult for him to pick up the mantle on a big screen. It may work for this movie but it limits the marvel universe going forward. Even the original Captain America still could take advantage of the David and Goliath match up against the hulk but with an element of believability.
