Imho, Elrond wouldn't have wanted the ring because 1. he wore an elven ring himself which helped protect Rivendell and 2. the Witch King would've sensed it and would've invaded Rivendell. During that time, the Witch King had conquered Arthedain, Rhudaur and Cardolan. (Arnor before it separated due to civil wars.)

In The Hobbit (the book), while Tolkien never mentioned Galadriel or Saruman, Tolkien did mention the White Council. Gandalf briefly mentioned the White Council, when he left Bilbo and the dwarfs with Beorn.
