What everyone should understand is that he has been a double/triple agent between Gilead, Mayday & then the American government. It was expected that at some points he would have to betray one or more of those groups if he wanted maintain his position in each of those groups, especially because he exposed himself so much helping and saving June, Moira and Luke over the years.
