I agree that Maverick needs to run Top Gun. Either that or retire; that's what would happen in the real USN. You can't stay an O-6 forever. It's "promote or pasture." That MIGHT make an interesting storyline, but maybe not as a movie. How does Tom Cruise sit on the sidelines, having got the girl and made peace with Goose's ghost? Hmm...
