In my opinion, I feel "Ichi the Killer" had an influence on Nolan. This can definitely be seen with Heath Ledger's Joker. The Joker and the Yakuza Enforcer are quite similar. Both are sadistic in nature, wear a long purple coat, have a scarred smile, and have a set of knives on hand.

•Kickboxer- Tong Po. Yes, he was the main villain, but he fought under his promoter, who was the main crime figure in the movie.
