If I had to guess... Conner is a white guy, and the producers didn't want to pair two cis white men together in the story. If you notice the TO/Boots have always been diverse where it was Nolan and Celina, Tim and Lucy, Nolan/Bishop/Harper ect. Just a guess, but the simple answer for good or for bad is, diversity.
