As cool as it would be for them to be limiters they straight up aren't, they could possibly have another use besides bracelets in the movies but they are not limiters. Shadow's limiters are designed by Gerald Robotnik and are one of a kind, even if amy rose was as strong as Shadow, she wouldn't have access to limiters.
