This is a terrible take. While I agree that there should be a bigger focus through the story on new pokemon, that's kind of how it already is. In s/v it's entirely possible to have an entire team of nothing but new pokemon before you get to the first pokemon center. We haven't had a complete pokedex on the switch (outside of home) ever. The series tag line is very literally "gotta catch em all".
