Ok here me out. The old republic is actually THE OLD REPUBLIC. Not the pre original trilogy not ore high but old. The supervisor just stays in a sleep state until needed. He's some really powerful known Jedi/sith from that time bringing the old republic firmly in canon and we get the Revan show in +/-5 years. They never get people from outside the planet. They just live there lives as the supervisor set it to be with the droid control.
