They already told us that each of the characters is someone that was in the original town trying to help the kids and they're doomed to keep coming back lifetime after lifetime until the kids are saved. I'm pretty sure that came from Tabitha in one of the final episodes. She has that "come to Jesus moment" after the kids star yelling that weird word. She tells them how they're each coming back, stuck in a loop to help these kids.
