Well, he was voiced by a very well know British actor in his late sixties. He COULD be an automated system / voice only as someone has mentioned. Order 66 happened 28 years prior to Skeleton Crew, which would have made a late 60 year just under 40 when it happened... Assuming there's no age related shenanigans going on.
