the Hunchback of Notre Dame wasn’t depicted as a mythical being so it’s not like congenital conditions don't exist in the Disney universe. That would mean there were both mythical dwarves and people born with dwarfism. The whole concept of a congenital condition being synonymous with a mythical race in fiction seems like it might be “problematic” to begin with so by that logic, it makes no sense either way. It’s literally a Sophie’s choice of who’s going to be offended.
