Bulk and Skull were almost as popular with fans as the Power Rangers themselves due to their silly antics and slapstick gags featured in nearly every episode of the original ‘90s Mighty Morphin Power Rangers. However, even if they really weren’t that mean, Bulk and Skull did consistently bully the teenagers who were secretly the Power Rangers, making them at least slight antagonists throughout. But now, these two bullies have been permanently redeemed, as it’s revealed that they “would have made great Power Rangers”.
In Mighty Morphin Power Rangers #118 by Melissa Flores, Simona Di Gianfelice, and Marco Renna, the Power Rangers - who have ed forces with Lord Zedd - are fighting a battle outside the Bandora Palace against the evil forces of Dark Specter. While the Rangers are engaged in brutal battle, refugees from all over the universe on an outpost known as Promethea are learning to fight in the outpost’s training facility - including Bulk and Skull.
After a sparring session between the two reformed Angel Grove bullies, they’re approached by former Red Ranger, Jason Lee Scott, who offers them some upsetting news. Previously, Skull and an Elterian super-spy named Candice were in a relationship, and it seems she’s gone missing. As Bulk is trying to console an anxiety-ridden Skull, Jason attempts to do the same by complimenting both Bulk and Skull on how brave they’ve both been in the face of this cosmic horror, saying, “I think you would have made great Power Rangers”.

Bulk & Skull Already Proved They’re Great Power Rangers (But No One Re)

While Jason may have just been saying Bulk and Skull would make great Power Rangers in the hopes that the compliment would make them feel better, he’s actually not wrong. The “Unlucky Heroes” story in Mighty Morphin Power Rangers Annual 2016 proves that Bulk and Skull are great Power Rangers, as they were granted access to the Morphin Grid after all the original Power Rangers were captured by the villain Sir Locks-A-Lot.
Bulk and Skull defeat Sir Locks-A-Lot and save the Power Rangers, which not only proves that they have always had what it takes to be Power Rangers themselves, but that they’re arguably just as skilled as the originals, as they defeated the one villain the Power Rangers couldn’t to save them. Unfortunately, once their mission was complete, Bulk and Skull’s Power Ranger-upgrades were taken from them, and their minds were wiped of the experience. However, just because they don’t doesn’t mean it didn’t happen, and Bulk and Skull’s brief time as Power Rangers confirms Jason’s compliment.
Skull Actually Succeeded Jason in a Dark Alternate Power Rangers Universe

It’s interesting that the former Red Ranger is the one telling Bulk and Skull (but mostly Skull) that they’d make excellent Power Rangers, as Skull actually succeeded Jason in an alternate universe where he became the Red Ranger. In the World of the Coinless, Planet Earth has been reduced to a post-apocalyptic wasteland, with the original Power Rangers’ power spread out across entire armies controlled by those who reign over this world. In one of those armies, the Red Rangers’ power is shared by a number of Sentries, and Skull was one of their highest-ranking commanders.
Skull effectively became the Red Ranger in the World of the Coinless, which happened after both he and Bulk became their own original Power Rangers in “Unlucky Heroes”. In both instances, Jason Lee Scott’s sentiment rang true, as Bulk and Skull, indeed, “would have made great Power Rangers”, since they’ve proven as much every time they actually become Power Rangers.
