The Blue Ranger finds himself inside the Morphin' Grid in Mighty Morphin Power Rangers #112 by Melissa Flores, Hendry Prasetya, Matt Herms, and Ed Dukeshire. There, he's confronted by a program hologram of Grace's younger self, which she created before her death. Using the program, Grace wanted to send Billy to a safe place in case the worse happened, while also offering a safe haven to offer him information. Grace's Morphin Grid program does exactly that, telling Billy that he needs to investigate an infection inside the Grid called The Shattering.
Billy wonders if he's the right person for this job, or if he can handle this much responsibility. He points out that he's not the team's leader. Grace corrects him, stating that being the Blue Ranger "means you're the problem solver. [...] It's a trait all Blue Rangers inherently possess."

With this reasoning in mind, former Red Ranger TJ going Blue in Space makes perfect sense in retrospect. More recently, it makes sense as to why Lord Zedd chose to mind-control Blue Ranger Kai in Dino/Cosmic Fury to be his right-hand man: because such a role always comes naturally to Blue Rangers. There are several instances across Ranger history in which the Blue Ranger is positioned as the second-in-command on the team, which is perfectly suited for a "problem solver."
