A large part of Pokémon's electrifying Jolteon Eeveelution and the whole original trio's large number of appearances is that they have been around the longest, meaning they have been able to capitalize on each generation and the numerous expansions each has contained. The other part of why is more of an inference, as since the whole trio is so close in appearances, the likelihood is Jolteon just got one more promo card somewhere. All this considered, while Jolteon technically has the most cards, it could also be said the original trio holds the top spot together.

Eevee and its Eeveelutions have become just as popular as legendaries when regarding the Pokémon TCG. The recent inclusion of VMAX, V-Star, and beautiful alternate art cards has propelled their popularity even higher. Even in the rare chances that Eeveelution cards are not highly-priced, they remain a priority collection item for many. This reason is likely also part of why Jolteon, and all the other Eeveelutions, have so many cards in the Pokémon Trading Card Game.
