The Pokémon Horizons: Lucius, the Ancient Adventurer. Lucius' team of Pokémon is one of the strongest ever assembled, and features many rare and even (at the time) undiscovered Pokémon.
Lucius was first introduced as a fairy-tale-like hero, but it soon became apparent that he was actually a real, historical figure. More than that, it was eventually revealed that Lucius was actually Liko's great-great-grandfather, and due to a tragic incident which occurred on his journey, was sealed away in the Pokémon paradise of Laqua, left alive but unable to leave for over a hundred years. Lucius' Pokémon went down in history as a group known as the "Six Heroes," and many of them have some outstanding traits to them which would make them desirable to any Pokémon trainer.

The Six Heroes Consisted of Numerous Noteworthy Pokémon
Lucius' team consisted of the Black Rayquaza, a Shiny Legendary Pokémon; Galarian Moltres, another Legendary Pokémon; the Titan Arboliva, much larger than other of its species; the Titan Lapras, also much larger than average; Kleavor, a Pokémon extinct in the modern day; and Gouging Fire, a Paradox Pokémon which Lucius mistook for an Entei. That gives Lucius two Titans, two Legendaries, and two exceptionally rare Pokémon, one of which was unidentified at the time he caught it. On top of that, one of his Legendary Pokémon is shiny, making it likely one-of-a-kind.
Lucius' Pokémon weren't just rare, either; all of them are extremely powerful. Black Rayquaza has only been defeated in battle by large groups of Pokémon working together, and has never lost a one-on-one fight. Galarian Moltres has an aura of despair, weakening opponents and causing them to lose the will to fight. Gouging Fire packs the power of a Legendary, even if its status as one is unclear, and Lucius' titanic Pokémon are intimidating from their sheer size, and can pack a lot more of a punch into attacks due to their massive bulk.
How Do Lucius' Pokémon Stack Up to Modern Trainers?
Lucius Could Easily Defeat Any of the Masters' Eight
There are a minuscule number of trainers who have captured Legendary Pokémon in the anime. One of the most notable was Tobias, Ash's opponent during the Sinnoh League. Tobias had a Darkrai and a Latios, and easily won the league by only using these two Mythical and Legendary Pokémon. It's possible he had other Legendaries at his disposal, but no one aside from Ash even managed to defeat Darkrai. Another opponent of Ash's who used multiple Legendary Pokémon was Brandon, the Pyramid King, who used a team of Regirock, Regice, and Registeel.
Ash himself never really had a Legendary Pokémon at his disposal (Solgaleo is extremely debatable), but he did have Melmetal, a Mythical Pokémon, which played an important role in his victory in the Alola League. Among Ash's competitors in the Masters' Eight tournament, made up of the most skilled trainers in the world, none of them had a Legendary or Mythical Pokémon at their disposal, despite their status as champions of their respective regions. Based on Lucius' Black Rayquaza's performance in battle, he could likely defeat any of them, up to and including Leon, with relative ease.

Lucius' Team is Well-Balanced and Diverse
Of course, there's more to building a team of Pokémon than just raw power. Lucius' team is notably well-balanced according to types as well, covering a wide variety of types that allow his Pokémon to overcome each other's weaknesses. While many of their specific moves are still unknown, the attacks they are known to possess are extremely powerful, like Black Rayquaza's Draco Meteor, which can devastate a wide area. It also knows Dragon Ascent, which means that it could, hypothetically, be capable of Mega Evolution.
Obtaining the trust of a legendary Pokémon like Rayquaza is an exceptional feat, much less holding that trust for over a hundred years. There's really no debating the fact that Lucius is the most powerful trainer to have ever appeared in the Pokémon anime, be it the original series or Pokémon Horizons. His team is extremely impressive, and packs the power needed to back up a title like "the Six Heroes." While Lucius may no longer be with us, his reputation as the "Ancient Adventurer" has inspired trainers for decades, including Roy, and living up to the example set by Lucius is likely to be a huge part of Pokémon Horizons moving forward.
