The opportunity hinges on "Order of the Virtuous Blood," a quest found in the Imperial City.

As it turns out, Roland's being framed, and the real vampire is Seridur. You'll get a one-time reward for killing Roland if you stand by Seridur's version of the story, but he won't offer the same perennial deal.
Vampire dust can be collected by killing vampires found in dungeons throughout Oblivion Remastered, but you'll need to be careful in combat if you want to avoid contracting vampirism yourself.
Oblivion Remastered has no shortage of ways to make money overall, so if you do offload your vampire dust too early or make the wrong decision in "Order of the Virtuous Blood," it's not something to lose sleep over. The ease of acquiring vampire dust and minimal weight requirement are an especially potent combination, though, so it's definitely worth pursuing. 50 gold might seem like a decent value, but you'll be rewarded for exercising a little patience when it comes to vampire dust in Oblivion Remastered.
