Captain America (Chris Evans) won Avengers: Endgame, the argument about who really won in Captain America: Civil War continues. 

The initial conflict in Captain America: Civil War was about Steve Rogers and Tony Starks' different opinions regarding the Sokovia Accords — a mandate that forces all superheroes' activities to be monitored by the UN. Captain America refused it, while Iron Man was open to the idea. As the film went on, their issue turned personal, becoming about Bucky's (Sebastian Stan) involvement in the death of the Starks. In the end, there was really no definitive winner in Captain America: Civil War, but Marvel Studios suggests that the public has chosen a side regarding what's known about the Avengers' dispute.

In the Disney+ series Ms. Marvel, Kamala Khan (Iman Vellani) attends the first-ever AvengerCon. Since the show is set a couple of years after Avengers: Endgame, there are references to many of the heroes who fought Thanos. That being said, when it comes to the original Avengers line-up, Captain America dominates the convention with only a smattering of merch and tributes to Iron Man in Ms. Marvel’s AvengerCon. This hints that in the eyes of the public, Steve's decision to resist the Sokovia Accords is the right call despite the government dubbing him as a fugitive with the rest of Team Cap for two years after the events of Captain America: Civil War. In the end, the Star-Spangled Avenger's fight against the government and Iron Man didn't taint his image as a hero.

Looking back at Captain America: Civil War, it is difficult to pick a side. Both Steve and Tony's choices about the Sokovia Accords were shaped by their respective experiences. It's worth noting, however, that it's currently unknown if the MCU public is fully aware of the Avengers' deeper conflict regarding Bucky. After their intense battle in Siberia, the matter has never been brought back up, understandably so considering that the Avengers had more pressing issues to address given Thanos' arrival in the MCU. That being said, there's also no indication that any other hero knows about The Winter Soldier's involvement in the murder of Iron Man's parents and how Steve intentionally hid the truth. 

When Captain America and Iron Man reconciled years after Captain America: Civil War, both didn't get into the specifics of their conflict — be it about the Sokovia Accords or Bucky. Instead, there was just an understanding that both of them wanted to move on and focus on undoing Thanos' snap. So despite the dominance of Captain America tributes in Ms. Marvel's Avengers Con, chances that Iron Man doesn't have any ill feelings about it. After all, he was already treated to worldwide accolades on the heels of his sacrifice in Avengers: Endgame as seen in Spider-Man: Far From Home
