7 Starscream
Starscream has never been the main Transformers villain in a movie, but he has repeatedly been a pest to the Autobots. Typically portrayed as the right-hand man for Megatron, Starscream takes the form of an F22 Jet fighter and has used this alt form to repeatedly trick his enemies. During times when Megatron was out of the picture, Starscream was viewed as the leader of the Decepticons, building a new army, or serving The Fallen.
Starscream's greatest accomplishments and moments that showed why he is considered one of the most powerful Transformers villains can be found across his appearances. One of his best moments came in the first 2007 film when he fought Ironhide and Ratchet in a two-versus-one scenario. The Decepticon made an appearance in Transformers: Dark of the Moon, which portrayed the villain as one of the most lethal assassins that the evil Transformers had in their ranks. The Decepticon plays the main antagonist role in Transformers: Age of Extinction, where he is an assassin and bounty hunter tasked with bringing Optimus Prime to the Creators. This mission puts him on a collision course with the Autobots, but he has the go-ahead from the Creators to kill anyone who stands in his path. Lockdown has a variety of weapons that he uses to hunt down Autobots and kill them, but the most powerful of them is arguably the Seed, a device that can transform everything into metal.

3 Sentinel Prime

2 The Fallen

Also known as Megatronus Prime, he is the true leader of the Decepticons introduced as the main villain of Transformers: Revenge of the Fallen. He is one of the original of the Dynasty of Primes but turned against the more righteous participants due to their reluctance to destroy worlds that also had life on them. The Fallen was shown to be in command of Megatron and Starscream, as well as several other Decepticons as part of his plot to use Star Harvester and take Earth's sun.

Quintessa is a strong contender to be the most powerful Transformers movie villain. Introduced in Transformers: The Last Knight, she is said to be the creator of Optimus Prime, connecting her to the powerful race of Creators. Her mission in Transformers: The Last Knight was to relocate Optimus Prime and use magic to reprogram him so that he serves her as Nemesis Prime. Quintessa needed a staff hidden on Earth to drain the life source from Unicron, the powerful Transformers villain that Earth was built around. She needed Unicron's life source as part of her plan to rebuild Cybertron.
Given Quintessa's potential connection to the Creators, that would make her among the most powerful beings in the entire galaxy. Although she is not much of a fighter, the strength of her abilities comes through magic and hypnotizing other Transformers to work for her. This was plainly shown through Optimus Prime's evil turn, as well as Megatron working for her too. Quintessa's powers also include energy projection, levitation, and telekinesis.
