The Mandalorian season 3, episode 7 ending featured Moff Gideon in jet black beskar armor with distinctly menacing horns on his helmet. While his armor is clearly modeled after the Mandalorians he so vehemently persecutes, it still manages to scream that he is an Imperial agent, with the color scheme evoking memories of Darth Vader himself. The fact that he goes so far as to try and look Mandalorian proves that he secretly is jealous of them. In many ways, he is trying to emulate their power and prowess by wielding the Darksaber and wearing their armor. Yet he lacks honor, which is why—try as he may—he can never be a true Mandalorian.

How Moff Gideon Created His Mandalorian-Inspired Armor
The Mandalorian season 3, episode 7 reveals Moff Gideon established an Imperial base on Mandalore, a perfect place to hide given the bombing has disrupted the planet's electromagnetic field, meaning sensors cannot detect his presence on the planet. He has established beskar mines, seeking to create a new generation of Dark Troopers whose armor can handle multiple blasters and perhaps even a Jedi's lightsaber. Naturally, he chooses to have similar armor forged for himself.
How Powerful Moff Gideon's Armor Is
Because Moff Gideon’s armor is forged from beskar, it's resistant to both blaster fire and lightsaber blades. This makes him far harder to kill, since he now has the same level of protection as his enemies. Additionally, like most Mandalorian armor, Gideon’s armor features a jetpack. With it, he is able to quickly flee combat should the battle turn against him. Gideon’s armor also comes with standard Mandalorian wrist gauntlets which likely housed a plethora of unseen weaponry. He's able to use these features to be nearly indestructible to his opponents, as even a simple punch seems super-powered by his armor.
Moff Gideon became so unstoppable in one-on-one combat that it took Din Djarin, Bo-Katan Kryze, and Grogu all teaming up against him to defeat him.
Curiously, Moff Gideon’s armor also features a weapon previously seen on Boba Fett’s armor in The Mandalorian and The Book of Boba Fett. During the pan shot that reveals Gideon’s Mandalorian-inspired armor in full, he appears to have a similar kind of kneepad rocket dart launcher as Fett. This particular weapon ensured that the wearer was almost never cornered or captured, since simply kneeling could activate the small rockets in the knees. It seems like Moff Gideon learned from his humiliating defeat at the hands of Din Djarin and installed the knee rockets to ensure he would never have to kneel before his enemy again.

Why Moff Gideon's Armor Has Horns Like Darth Maul
The most visually arresting aspect of Moff Gideon’s armor, by far, are the five horns protruding from the top of his helmet. Horned Mandalorian helmets aren’t new to the Star Wars universe, as the Armorer also sports a few horns on her own helmet. But the most likely reason why Moff Gideon chose to model his armor this way is due to the history the Mandalorians have with Darth Maul.
During Star Wars: The Clone Wars, Darth Maul took over Mandalore and laid claim to the Darksaber. In Maul’s regime, many Mandalorian Super Commandos installed horns of varying sizes on their helmets to solidify their loyalty to him. Some have even suggested Moff Gideon was once aligned with the Mandalorian Super Commandos. It’s no accident that Moff Gideon models his armor after one of Mandalore’s most tyrannical rulers in recent memory, as it clearly is meant to enrage his enemies.
By installing horns in his armor, Gideon likens himself to Maul, who was largely responsible for beginning the destruction of the Mandalorians. Like Gideon, Maul wielded the Darksaber as a non-Mandalorian who attempted to take over the Mandalorian people. Though, as it turns out, Gideon’s claim to the Darksaber proved to be false, whereas Maul rightfully won it by beheading its previous owner, Pre Vizsla. Nevertheless, Gideon’s Mandalorian-inspired armor is clearly meant to both challenge and mock his enemies in The Mandalorian.
