Warning: Spoilers for The JojoLands, Chapter #24Jojo's Bizarre Adventure is known for its wild and unpredictable villains, but the newest villain to the bunch may be one of the most unhinged villains yet. Acca Howler, a wealthy businessman based out of Hawaii, has just proven that he's lost his marbles with his behavior in the latest chapter.
The JoJoLands has so far been about Jodio Joestar and his crew attempting to get rich using a mysterious object that they refer to as simply "the lava rock," which draws valuable items towards them. After a Stand-based shootout at a hospital, Jodio's group came into possession of some bank documents, with which they crafted a plan to lay claim to Howler's land. Howler was already in a difficult position with the government threatening to seize the land, and is very on edge when Jodio's group (in disguise as bankers) arranged a meeting on his yacht.

Jojo's Newest Villain is Easily One of Its Craziest
Howler brings Jodio, Dragona, and Charmingman (in disguise as the banker) aboard his ship, and immediately starts threatening them. They manage to keep their cool and lay out the plan, which supposedly will help Howler keep his land from being seized by the government. Howler begins waving a gun around and ranting about how he'll never let go of this land, and even gets to the point of firing blindly in Jodio and Dragona's direction. When his men come in, concerned over the gunshots, he threatens them as well, including his own lawyer. His blind firing even sets the ship on fire.
Jojo has definitely had some villains who were detached from reality in the past. Yoshikage Kira was a serial killer with an obsession with women's hands, while Diavolo literally had a split personality. Even Dio was quite full of himself, believing himself a godly figure and ing his insane philosophy on down to Pucci. Howler, however, is on a different level; Howler's unhinged nature comes from his extreme wealth, believing himself to be above the law and completely untouchable. Howler has always gotten what he's wanted his entire life, and can't picture a world where he doesn't.

Howler May Be Capable of Anything, and His Stand, If Any, Remains Unknown
Given the problems that have arisen in recent years dealing with billionaires and their ability to flaunt the law of the land, Howler's behavior feels disturbingly relevant to the modern day. So far as has been shown, Howler doesn't seem to have a Stand; he's just that confident in his money's ability to free him from trouble that he can't even comprehend having to deal with a real problem. That makes him an insanely unpredictable and dangerous foe, as he's already proven willing to put the lives of others at risk just to vent his fury. It should be interesting seeing a villain like this in Jojo's Bizarre Adventure, one whose unhinged nature makes his behavior erratic.
