While the Quarter Quell was designed to eliminate Katniss Everdeen and the hope of rebellion, the rebel plan in The Hunger Games: Catching Fire used it to ignite the rebellion in full force with some key playing pivotal roles. The second film in The Hunger Games franchise picks up a few months after the events of the first film. Rebellion has broken out across Panem, following Katniss' fiery performance in the previous games. The new gamemaker, Plutarch Heavenbee, proposes to President Snow, they put Katniss and previous Hunger Games victors back into the arena in the hopes of killing them off.
Unbeknownst to Katniss and Peeta, a rebel plan has been set in place to break the victors out of the game and start the rebellion. They need Katniss because of her power and influence, but they know she won't if Peeta dies, so they work to protect them both during the Quarter Quell. It is a terrific twist in the final moments of the movie and the follow-up, The Hunger Games: Mockingjay Part 1, shows just how many people were in on the plan.

Finnick Odair & Mags Flanagan From District 4
Played By Sam Claflin And Lynn Cohen
Finnick Odair is the first character to show his loyalty to Katniss, followed by his mentor Mags Flanigan. Finnick shows Katniss a bracelet he got from Haymitch Abernathy, proving she could trust him as one of her allies. During the cornucopia bloodbath, Finnick protects Katniss, telling her to duck as he shoots his arrow at a different tribute. He makes sure she doesn't get hurt and makes it out of the bloodbath alive.
When Peeta is electrocuted, Finnick rushes to resuscitate him as he knows he needs Peeta alive to keep Katniss going. Another clue that he is in on the rebel plan comes when Katniss is about to kill him with her arrow, and he tells her, " who the real enemy is," which is something Haymitch said to her before the games.
Mags is clearly aware of the plan, as Finnick has included her in their alliance. He watches after her and brings her water from the tree when she is dehydrated and exhausted. However, in order to protect Katniss, Mags sacrifices herself to the poisonous fog so that it won't kill Katniss and Peeta.

The Morphlings From District 6
Played By Justin Hix And Megan Hayes
The male Morphling, unfortunately, dies during the bloodbath, but the female Morphling goes on to protect Katniss. After Katniss, Peeta, and Finnick escape the fog and heal their wounds in the water, a pack of mandrills comes after them. The three fight off the animals with their arrows, but Peeta is almost attacked by one. Because Peeta needs to stay alive for Katniss to help with the rebellion plan, the female Morphling camouflages herself in a tree and jumps out at the mandrill allowing it to attack her. Peeta doesn't understand why the morphling, whose name he doesn't know, would sacrifice herself for him making it clear she's in on the plan and was trying to protect Katniss.

Johanna Mason From District 7

Johanna Mason washes up on the beach after surviving the blood rainstorm. She makes it clear early on that she's devoted to helping Katniss when she tells her she helped defeat some of the other tributes for her. Later while sitting on the beach, Johanna looks after Katniss bringing her a coconut to drink from to keep her hydrated. Then in the jungle, when District 2 tributes Brutus and Enobaria attack, Johanna knocks Katniss down so the tributes can't hit her with their arrows and slashes Katniss' arm. It appears as if she intentionally hurt her, but it's later revealed she was removing the tracking device from Katniss, so she could remain hidden after her escape.
Beetee Latier & Wiress From District 3
Played By Jeffrey Wright And Amanda Plummer
Upon washing up on the beach, all Wiress will say is "Tik-Tok." No one understands what she is talking about until Katniss realizes she is telling her that the arena they are fighting in is shaped and operates like a clock. This helps Katniss understand how to use the arena to her advantage so she can survive the many obstacles thrown her way. Beetee is the one who comes up with the plan for beating the careers, only for it to be revealed as his plan for escaping the arena. While Wiress is killed, Beetee and Katniss both survive, and Katniss wakes up next to him on the aircraft at the end of the film as they are on their way to District 13 for the rebellion.
Plutarch Heavensbee & Haymitch Abernathy
Played By Philip Seymour Hoffman And Woody Harrelson
Katniss finds Haymitch, Finnick, and the morally questionable Plutarch Heavensbee on the aircraft after she wakes up, and they reveal to her that they were in charge of the rebel plan the whole time. They tell her half the tributes were in on it, and finally, all the events of the Quarter Quell, where she was always rescued from danger, make sense. There were also moments throughout the games where it was clear Haymitch was in on the Hunger Games plan.
While Katniss, Peeta, and Finnick were in the jungle, Haymitch sent them a spile to pound into a tree so a stream of water would flow out and keep them hydrated. Haymitch also sent bread, and the amount and type of bread he sent was actually a countdown to when the rebellion would start.

Cecelia Sanchez died early on in The Hunger Games: Catching Fire and is barely shown in the film. She's bitten by Enobaria during the bloodbath. Unlike the other tributes, there's no clear evidence that she was in on the plan, as she didn't make it far enough to the alliance and prove how dedicated she was to protecting Katniss. However, it's likely she knew because Haymitch said Hunger Games tributes from District 8 were in on the plan too.
Seeder & Chaff From District 11
Played By Maria Howell And E. Roger Mitchell
Seeder Howell and Chaff Mitchel also died early on in the film. Seeder died during the bloodbath, and Chaff was killed by Brutus. Their involvement is also speculation because there were no clear giveaways that they were in on the plan, and they also didn't have a huge role in The Hunger Games: Catching Fire. However, they're friends of Haymitch, so it seems obvious he would have included them in his plan.
