The Canis Mesa jeep will be locked until you eliminate all nearby enemies. The vehicle will unlock once the area is clear, allowing you to steal it.

Initially, you won't be able to store the stolen Canis Mesa in your garage. Fortunately, there is an exploit you can do to by this: drive the Canis Mesa into a blue Job Marker. Exit the vehicle, enter the marker on foot, and exit the job. When you respawn, the car will appear with you. You can then re-enter the Canis Mesa and drive it back to your garage to store it permanently.
