One of the most polarizing additions to Whispers represent FF7 fans who are afraid of change and want to see the exact same story as before, which is partly why their presence in FF7 Remake is so divisive.

It's clear that FF7 Remake involves a time travel storyline to some degree, as Aerith and Sephiroth both demonstrate knowledge of the original game. A version of Zack Fair who belongs to a different timeline is also seen in the game, as there is a vision of him defeating the soldiers that killed him in the original timeline. It's unclear why all of this happening, as it's possible that there were time travel shenanigans at the end of the FF7 timeline (presumably over 500 years later, based on the post-credits scene showing Red XIII still alive in the distant future), or that a Sephiroth from a timeline where he succeeded has found a way to visit other worlds, in order to rule over the multiverse and become a god.

The Whispers in FF7 Remake were the literal instruments of fate, who tried to recreate the events of FF7 in the FF7 Remake, which included acts of violence, as they wounded Jessie, in order to ensure that Cloud went on the second bombing mission. There were limits to the power of the Whispers, as they were defeated in battle on several occasions, and they ultimately failed in their mission to stop the new timeline from occurring. There is one moment in FF7 Remake where the Whispers' actions were confusing, as they are seemingly attacking Aerith for no reason, even though she wasn't doing anything that would jeopardize the new timeline.

Final Fantasy Remake Whispers Cloud Strife

In Chapter 2 of FF7 Remake, Cloud is making his way through the streets of Midgar, when he spots Aerith being attacked by invisible foes. An apparition of Sephiroth appears and tells Cloud he's too weak to save anyone. Aerith gives Cloud a flower and the two start chatting when the invisible creatures attack Aerith again. She grabs Cloud and he can suddenly see the Whispers for the first time. Cloud is about to fight them, when a group of Shinra soldiers appears, causing Aerith to run off and the Whispers to disappear.

Fans have wondered by the Whispers were attacking Aerith in Chapter 2, as she hadn't deviated from the timeline yet, and didn't appear to be in a rush to leave. The answer to this question was revealed by FF7 Remake Co-Director Motomu Toriyama in an interview on the Avalanche blew up a mako reactor, and there was panic on the streets of Midgar. They were trying to ensure that she stayed in the area until Cloud showed up and they left when the Shinra soldiers arrived, as the events of the original Final Fantasy 7 timeline were now playing out.
