As announced at The Game Awards, Final Fantasy VII Rebirth, the second game in a trilogy that's re-imagining the original Final Fantasy VII, will be making its way to PC on January 23, 2025, ending the game's PlayStation exclusivity. Besides being playable on a new platform, however, a PC release for Rebirth will also mean the birth of a modding scene for the game on platforms like NexusMods, giving PC players access to additional, player-made content.
As the PC release date approaches, however, director Naoki Hamaguchi has, in an interview with Aidan Moher of Epic Games Store News, commented on the potential of mods for FF7 Rebirth, saying that "the team has no plans for official in-game mod ," and requesting that modders show some restraint, asking them "not to create or install anything offensive or inappropriate." In addition to this statement, Hamaguchi also stated that the PC release of Rebirth won't include any extra features, and will be a more straightforward port of the game than Remake's PC release.

For reference, while the PC modding scene of Rebirth's predecessor, FF7 Remake, isn't anywhere near those of the most popular games on platforms like NexusMods, it is still fairly popular, with 1.5k mods posted on NexusMods and eight million s at the time of writing - which also makes it one of the most popular Final Fantasy games currently on the platform. And, while some mods are related to gameplay or graphics, many of Remake's mods are cosmetic in nature, in ways that might fall under Hamaguchi's definition of "inappropriate".

Cosmetic mods for games often prove to be some of the most popular, and in all likelihood, FF7 Rebirth won't be an exception to this trend, especially with outfits like the Costa Del Sol swimsuits already in the game. When Rebirth releases on PC, its most popular mods are likely going to be some gameplay and quality-of-life changes, and directly after that, a wide range of mods focused on cosmetic elements, like putting party in different outfits which are varying degrees of "appropriate".

Unfortunately for Hamaguchi, it's not really possible to subject player-made mods to the same sort of moderation that official releases might have to go through, and some "inappropriate" mods may be posted on NexusMods or another modding platform within moments of Rebirth's PC release - especially given the particular kind of popularity that characters like Tifa, Aerith, and Cloud boast.

While the modding scene can't really be controlled, it's hard to say that many of Remake's most popular mods are really "inappropriate", as they largely consist of relatively minor gameplay and cosmetic changes, like allowing characters to have different hair colors or wear certain in-game outfits outside the temporary sections they're normally exclusive to. In all likelihood, the mods for the PC release of Final Fantasy VII Rebirth will follow suit - although there's definitely going to be some that Hamaguchi would rather not see.
