WARNING! SPOILERS ahead for FBI: International season 4, episode 20, "We're Out Of Here."
FBI: International season 4, she has been invaluable in helping Wes (Jesse Lee Soffer) understand how to do his job as well as in closing cases. She is currently trying for her GS-14 qualification while continuing to work cases.
In "We're Out Of Here," the team must make a harrowing journey from Romania to Belgrade with three prisoners in tow that they are supposed to exchange with Iran for three imprisoned Americans. When one of the prisoners escapes, Wes is able to buy time to recover her, but Vo nearly jeopardizes the mission when she fatally shoots the suspect during the recovery effort. Since FBI: International is one of the shows that CBS canceled in the 2024-2025 season and only has two episodes left, there is limited time to deal with any fallout from this incident.
Vo's Best FBI: International Ending Is To Take Over The Fly Team
She Deserves To Be The Newest Leader
When Scott Forrester (Luke Kleintank) disappeared, there was widespread speculation that Vo would be promoted internally and a new team member hired to take her place. Instead, Vo invited Wes to become the team leader after he came to Budapest in search of the person who killed his work partner in Los Angeles. At the time, she said she didn't have her GS-14 yet and that she enjoyed working cases too much to consider a management position.

No Offense To Wes Mitchell, But There's Really Only 1 Way To End FBI: International In A Satisfying Manner
There is only one way to end FBI: International that will be satisfying, and it doesn't involve Mitchell remaining as leader of the Fly Team.
That has changed — Vo and Raines (Carter Redwood) are currently competing for an open GS-14 position elsewhere. Since Vo is now open to a management position, it would be best for her to take over the Fly Team at the series ends. Vo's loyalty to the team and to Wes should be rewarded with this type of promotion. Additionally, she's grown into it by working closely with Wes throughout the season.
Vo's Fatal Shot Hurts Her Chances (Even Though She Did The Right Thing)
Wes Defended Her, But The DOJ Liaison Had A Different Opinion
Vo was forced to shoot Zahra (Shiereen Farkhoy), an escaped prisoner she was trying to recover, so that the U.S. could perform a prisoner swap with Iran. This plot twist was devastating — Zahra had initially begged Vo not to send her back to Iran, only to become violent when it was clear she was going to be given to the Iranian authorities. Vo shot her to stop her from killing anyone during her attempted recapture. Unfortunately, the shot was fatal.
This investigation could derail Vo's bid for a GS-14 qualification.
Wes defended Vo, and he was right — her instinctive decision to shoot was based on her training as an FBI agent to always prioritize safety and shoot to kill if needed to protect others. However, the DOJ liaison was upset that this incident might ruin the prisoner swap and blamed Vo. While there has been no official inquiry into the incident as of yet, higher-ranked FBI officials might decide to investigate internally, especially given that there wasn't universal agreement with Vo's decision. If so, this investigation could derail Vo's bid for a GS-14 qualification.
How FBI: International Could Still Make Vo Team Leader
She Could Be Exonerated (If There's Even An Investigation)
The easiest way for FBI: International to deal with this storyline in the little time remaining is to not begin it. If there is no fallout from the shooting, then there is no real obstacle for Vo to become the new leader of the Fly Team. This may be the best decision possible as FBI: International is running out of time if it wants to wrap up storylines in a satisfactory manner. However, it may be possible for Vo to become team leader even if there is an investigation.
It would probably be better not to start an internal investigation story with only two episodes remaining in the series.
The investigation could take place off-screen and Vo could mention that she was exonerated at the end of the next episode of FBI: International. While it would be disappointing for Vo's storyline to be disposed of in this manner, it would allow the series to go ahead with wrapping up her storyline, including giving her the dream ending that she so richly deserves. However, it would probably be better not to start an internal investigation story with only two episodes remaining in the series.
