One opponent in power-up breaks One Piece, and evidence from DBS's anime proves that it might be able to break Goku.
Episode #69 of the Dragon Ball Super anime featured an opponent for Goku and Vegeta so strong that they can break Earth in two with a single strike: the android Arale Norimaki. Long-time Akira Toriyama fans would recognize the character as the main character of the Dr.Slump series, the manga he created before Dragon Ball. It included even more humor than Goku's adventures, with many of the gags coming from Arale bending the laws of physics to her will, something One Piece's Luffy can now manage as well.

Several Characters In Dragon Ball Can Beat Goku, Especially If He Doesn't Have Help
The filler episode "Goku vs. Arale! An Off-the-Wall Battle Spells the End of the Earth?" of Dragon Ball Super centered around a competition in West City that awarded whoever could create the best invention. This attracted Bulma and Senbei Norimaki, Arale's creator, and things do not go smoothly for the sake of an exciting narrative and comedy. A former villain of the Dr.Slump series manipulated Arale to come to the event, infecting her with a ridiculous poison that put her into a playful rampage that easily dispatched Mr. Satan and even Vegeta.
After agreeing to take on the strangely strong purple-haired child, Vegeta was hurt and sent through a building, waking up a napping Goku, who was supposed to be working security for the event. "She's got to be a gag manga character, so the conventional rules don't apply to her," the Prince of All Saiyans said before getting headbutted into the stratosphere by Arale. Afterward, she recognized Goku from their crossover adventure during the original Dragon Ball storyline, and unsurprisingly, the two friends decided to have a sparring match, even if the battle risked destroying the world.

Dragon Ball is a series well known for featuring some incredible fight scenes with Goku, and that's something that has applied throughout Dragon Ball.
Many mangakas create entertaining moments because they think it's a cool idea or it'll get laughs instead of considering if it should be possible within the rules they set for their worlds. One of DBS's most humourous scenes showed Arale punching the ground, causing the planet to crack in two. The joke had no lasting repercussions, but challenging Goku (not a gag character) to match her laser with a 100x Kamehameha would have killed him and destroyed the planet. Being a gag character, Arale is free to do whatever she wants, a freedom that One Piece's main character recently gained.

Gag characters in anime and manga help their series deliver the comedy its authors love to write, and it often has strange effects on the world its characters inhabit. Arale's seemingly limitless strength is from Toriyama's desire to create a comedic payoff, even if the feat dramatically insults the laws of physics. Without spoiling too much of One Piece's worthwhile story, Luffy eventually awakens his Devil Fruit abilities, which allows him to ignore the conventional Laws of Thermodynamics and fight with a level of freedom that enables him to alter his surroundings to an increasing degree.
Since awakening his Devil Fruit powers with his Gear 5 transformation, Straw Hat Luffy can dramatically alter his body, surroundings, and even his enemies to the degree beyond making them bounce. Besides the potent and violent force created by the rubberization snapping back with realistic physics, Luffy can manifest tools and even devastating weapons, like creating a baseball bat from a tree capable of deflecting nuclear bomb-like projectiles. As long as the future Pirate King has the stamina for it, his abilities allow him to do whatever he wants on the battlefield.
While a few anime heroes can easily beat Goku, Luffy would have stood little chance against him until he unlocked Gear 5. By taking on the properties of manga gag characters, the wacky transformation can adapt to Luffy's whim to dramatically increase his mobility, power, and defensive abilities. For example, during the form's debut, a blast previously seen obliterating a mountain was bounced back to its sender after Gear 5 peeled the ground up, a move that would also work on any ki blast from Goku.
The Straw Hat Captain has also proven to have incredible durability in his battle against the Pirate Emperor Kaido. Luffy's mastery of multiple types of One Piece's mysterious Haki powers would also help a lot against Goku, especially his skill of seeing seconds into the future with Observation Haki. Still, the ability to alter his surroundings to the whims of his imagination would make Gear 5 Luffy one of Goku's most interesting confrontations, especially if the pirate fought as freely as Arale.

The Straw Hat Captain's Power Is Fueled By His Imagination
One Piece's author, Eiichiro Oda, created Luffy's Gear 5 transformation from the desire to move away from making a stereotypical muscly shōnen protagonist to something that resembles the series of the past that didn't take themselves too seriously, like Akira Toriyama's Dr.Slump. By creating a character who doesn't need to follow the universal Laws of Physics & Energy, authors can let their characters do almost whatever they can think of. To the dismay of Dragon Ball fans, whoever decides to write a battle between Goku and One Piece's Luffy can have the future Pirate King win with his reality-altering powers.
