Although ending of Doctor Who season 15, episode 4, "Lucky Day," paints Mrs. Flood in a surprisingly sinister light.

The Doctor barely features in "Lucky Day," and the episode instead revolves around Millie Gibson's Ruby Sunday for her first proper Doctor Who appearance since the end of season 14. With no Doctor around to save the day from cosmic threats, "Lucky Day" takes viewers on what turns out to be a relatively grounded adventure and introduces Jonah Hauer-King's Conrad Clark as the episode's primary antagonist. Although justice is served and he ends up in prison, Mrs. Flood arrives at the end in a prison guard uniform, jangling her keys, and ready to free Hauer-King's character.

The Doctor has never witnessed before, so he could have an unwinnable battle in his immediate future. With Mrs. Flood teasing the death of the Doctor in "Lux," this now seems even more likely.

Although he's not an all-powerful alien or a member of Doctor Who's Pantheon, Conrad is still definitely bad news. Surely, no good can come from Mrs. Flood releasing him. Therefore, it's tough to argue that Mrs. Flood's actions make her anything other than another villain for the Doctor to thwart. If so, Mrs. Flood's constant breaking of the fourth wall suggests a level of raw power the Doctor has never witnessed before, so he could have an unwinnable battle in his immediate future. With Mrs. Flood teasing the death of the Doctor in "Lux," this now seems even more likely.

The enigmatic abilities of Mrs. Flood allow her to appear at seemingly any point in time and space. After debuting as Ruby's neighbor in present-day London, she also appeared in 1952 Miami in "Lux", and also 400,000 years in the future at the end of an outer-space adventure in "The Well." As such, it's confusing how releasing such a low-level villain like Conrad would benefit her. Then again, there may not be much of an advantage beyond aggravating the Doctor. Conrad betrayed Ruby, which made Fifteen furious at the end of "Lucky Day."

So, Mrs. Flood's actions could just be an attempt to rile up the Doctor even further. Conrad presents a new form of threat to the Doctor, as trying to incite a right-wing revolution is a very different thing to try and bring to an end when compared to something like a Dalek invasion. So, Fifteen will need to get creative if he's going to stop Conrad and his problematic following of conspiracy theorists. It could be argued that Mrs. Flood is simply testing the Doctor, but it seems more like a malicious plan rather than one based on genuine intrigue.

Mrs. Flood Releasing Conrad May Lead To The Albion Party In "73 Yards"

Although it's only a very subtle reference, "Lucky Day" includes a nod to the Albion Party, which won the UK election in an alternate 2046 in "73 Yards." In "Lucky Day," the right-wing political movement was nothing more than a subscription service called Albion TV. This grows significantly into the organization that Ruby took down in her season 14 episode that saw Millie Gibson take to the spotlight. Conrad's podcast in "Lucky Day" proves his ideology aligns with that of what will be the Albion Party, so his release from prison could be the catalyst that begins Albion TV's transformation.

It's unclear at the moment whether Mrs. Flood's decision to free Conrad will change his fate or cause it, nor does it reveal what the impact on the Albion Party will be, if there will be one at all.

Conrad isn't in "73 Yards," but that particular future is now in flux thanks to the Doctor's presence, whereas he had disappeared in the original timeline. Plus, the Doctor knows how and when Conrad dies, and tells him at the end of "Lucky Day." It's unclear at the moment whether Mrs. Flood's decision to free Conrad will change his fate or cause it, nor does it reveal what the impact on the Albion Party will be, if there will be one at all. Hopefully, Doctor Who season 15 provides these answers as the second half of the run progresses.
