Chick Hicks and Jackson Storm are two of the biggest villains in the franchise, yet their biggest sins are being arrogant racers willing to cheat. Professor Z is one of the main antagonists in Cars 2 and should stay away from Pixar's Cars 4. He is completely over-the-top and is on the other end of the villainous scale.
Even Sir Miles Axelrod was completely forgettable in Cars 2, having limited screen time. The Delinquent Road Hazards made more of an impression in their short time and acted like real criminals.
