A handful of characters have dawned the mantle of Iron Patriot in the past. Most famously, James Rhodes aka War Machine sported the patriotic armor in the Iron Patriot comic. Meanwhile, Norman Osborn wore the armor as part of the Marvel's 'What If' series on Disney+.
In solicits for Ta-Nehisi Coates and Bob Quinn's Captain America #23, the issue teases a "restoration! a resurrection! and a bit of redemption." Previous solicits have pointed to Captain America's attempt to bring his former lover back to life. The cover by Alex Ross features a woman in the Iron Patriot armor - and while it's not explicitly spelled out who it is, from the solicits and teased arcs, it's fully possible Peggy or Sharon Carter will dawn the suit as part of the "All Die Young" storyline. Steve recently became aware Peggy was alive and the leader of the Daughters of Liberty - the organization that freed him from getting framed him as being the same person as Hydra-Cap by the Power Elite. The issue before the new Iron Patriot, it suggests that Sharon must "pay the price" so that Peggy can live. What exactly that means remains to be seen, but considering the new issue teases a resurrection, there's really any way this can go for Steve, Peggy, and Sharon.
